Debra Wilcox, a horse lover all her life, volunteered in 2016 to advocate for a small band of wild horses that free roamed in her community on public lands. She organized the Wild horse street rally that received local and national attention—her work with Wild Horse Observers Association, the plaintiff in Whoa Vs. NMLB lead to her volunteer work as a director for the nonprofit. As a director, she attended NM legislature sessions supporting wild horse bills; she was subpoenaed by the New Mexico Live Stock Board to testify at the wild horse trial and helped rewild the horses to Alto NM in 2018 after the court ruled in favor of the wild horses.
